American lawmakers are working through the weekend for the first time since the federal closure began more than a month ago, but expectations for a cross-party deal on how to resolve the impasse appeared to diminish as GOP senators proposed a plan toxic to Democrats: scrapping the Affordable Care Act, called Obamacare.
Growing Impact of Federal Closure
The effect on US citizens from the longest shutdown of the federal government in history deepened on Saturday, as federal workers went unpaid, airlines were compelled to cancel flights and SNAP benefits have been postponed for forty-two million Americans.
President's Plan from Florida Resort
As Saturday's meeting got started, Republican senators welcomed a suggestion made on social media early Saturday by Donald Trump from his resort in West Palm Beach, for government payments to be substituted by health savings accounts.
"I am recommending to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the ineffective Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.
Republican Support
Several Republican senators praised the proposal, which is comparable with a replacement for Obamacare put forward in 2017.
"We're going to replace this failing program with something that is truly better for the consumer," one senator stated.
Another senator commended Trump's suggestion on online platforms, and stood next to a large print of Trump's post as he addressed on the Senate floor.
"I'm writing the bill right now," a third senator posted in response to Trump's suggestion. "We need to stop public funds from going to carriers and instead give it directly to Americans in HSA-style accounts and let them buy the health care they want."
Democratic Reaction
Opposition lawmakers expressed concerned responses to Trump's plan.
"In other words, Donald Trump's 'concept of a plan' for health care is another calculated attempt to eliminate Obamacare," one Democratic senator commented. "It's the same failed Republican plan that's been rejected by voters and Congress."
Another senator responded to the censure of carriers by posting: "Oh, Trump and the Republicans can't stand how the large insurance companies are ripping-off Americans. Seriously? In that case I welcome your support for universal healthcare."
Continuing Negotiations
The Senate adjourned without reaching a resolution, but Senate Republican leaders have signaled an openness to an developing proposal from a small group of moderate Democrats to end the shutdown in exchange for a future vote on the Obamacare subsidies.
One Democratic senator, who is leading the negotiations among moderates, said that Democrats "require another way ahead" after Republicans turned down an offer to restart the government and extend the payments for a year.
Another leading Democratic senator continued in arguing that Republicans should accept a 12-month continuation of the payments before negotiating the future of the subsidies.
"Inaction is derelict because people will go bankrupt, people will become uninsured, people will get sicker," the senator said in a floor speech. "That is what will happen if this Congress does nothing."
Political Situation
None of the Republican senators seemed to grapple with the fact that consumers would still need to buy plans from the same insurance companies, or that Republican legislators need the backing of several Democrats to restart the government, and the concept of repealing and replacing Obamacare with HSAs is unlikely to earn a single Democratic vote.
Several observers indicated that the core of such a plan would eliminate the ACA's mandate that insurance companies cover patients with pre-existing conditions.
After his golf outing, Trump went back to his private club and doubled down on his insistence that Republicans stop seeking compromise and try instead to repeal and replace Obamacare with a version of the plan that failed to secure enough backing in 2017.
